Special Adviser on ICT and Chief Information Officer to the Kaduna State Government

Gerald Ilukwe currently serves as the Special Adviser on ICT and Chief Information Officer to the Kaduna State Government. Prior to this appointment he was Founder/Managing Director of Knowledge Resources Limited an ICT Consulting and Solutions firm since 2016.

For 8 years he was the pioneer Managing Director of Galaxy Backbone Ltd, the ICT company of the Nigerian government. Prior to that he was the Country General Manager of Microsoft Nigeria with responsibility for West Africa, and his career path includes Motorola Solutions, SAP and IBM. He maintains first-rate relationships with key ICT influencers in locally and internationally.

He has over 30 years of extensive experience in Information Technology gained from global multinational corporations and the Nigerian public sector.

Gerald has served on several high-level Federal Government committees including; Technical Committee for the Establishment of the National Identity Management Commission; ICT sub-committee chairman, Nigeria Vision 20 2020 Committee, IT and Automation sub-committee chairman, Petroleum Revenue Special Task Force; and chairman Integrated Personnel and Payroll Information System (IPPIS) Technical Review Committee.

His efforts in transforming the acquisition and use of ICTs in the Nigerian public sector have been widely recognized and under his leadership Galaxy Backbone won 1st prize for Africa Region in the United Nations Public Service Awards for 2013 in the category of Promoting Whole-of-Government Approaches in the Information Age.

He is passionate about mentoring young ICT professionals as well as leveraging the transformative power of ICTs in governance, enterprise and national development.

He holds a 1st degree in Electronic Engineering, a Master’s in Business Administration and is an alumnus of Harvard University’s Kennedy School of Government. He has also attended Executive Education programs on Leadership, Innovation, Managing Partnerships and Strategic Alliances, Venture Capital, and IT Leadership from London Business School; INSEAD Business School, France; Haas School of Business, University of California, Berkeley, and the CIO Institute at Carnegie-Mellon University, Virginia.
